required to return to Government an amount of dross

proportionate to their purchases of chandu (prepared opium) and are paid at the rate of 84,50 a tael (as compared with

12 a teel for chandu) for this dress which is subsequently

dumped in the sea. No attempt is made to obtain a return

of the dress of ohandu smoked privately, and as dross, sold illegally, fetches ♬ er 86 or more a teel it is difficult

to obtain a proper return even from the smoking shops.

The high price obtainable for dross is no doubt

ene result of the increased price of chandu which puts it beyond the reach of many who have acquired the opium habit

serious evil than dress ameking is the habit of swallowing

drose which appears not weommon among the poorer classes

of coolies.

In Siam the official policy is to concentrate

opium esoking in the public smoking shops and to permit

smoking in private houses only te persons specially licens- -ed for that purpose who are also required to pay a higher

price for their chanda. It is argued that this policy gives greater facilities for inspection and control, and dose away with "the promiscuous smoking in out-of-the-way

places...

........ one of the most fruitful causes of young men taking to the habit of opium smoking." It will be noticed that the argument here put forward is directly in opposition to the policy imposed on Hongkong about 10 years ago by the Secretary of State of abolishing all public smoking houses on the ground that these afforded an extraneous inducement to smoking.

The Straits Settlements and Federated Halay Etates adopt the illogical middle course of reducing gradually the number of public smoking houses and claiming credit therefor; while they maintain with justice that the retention of these houses gives them such control as they possess over the disposal of dross, as well as better
